The severity of menstrual mood swings vary widely from one woman to another. Some barely swing at all, and others PMS fit to kill, and others fall in the middle. The severity of the cramps varies a lot too.

Actually, no, it does not suck to be a girl at all, in my experience. Yeah, periods are inconvenient, but you get used to it. And I hear the male half of the population has its own inconvenient discharges, so it all evens out.

And, what yuenoclow said. There's a reason why female athletes tend to be flat-chested. When those things bounce too hard it hurts, and the bigger they are the harder they bounce. Sports bras help, but only if you can actually find one that fits. Still, they look so nice in the mirror, and there's something cuddly about them, isn't there? Makes hugging things that much nicer. Must be because they're designed for babycare. They have their drawbacks, but I like having breasts. I like being female, period.

(as for not spending all morning fiddling with them, I don't think any human being could sustain interest in a single body part all morning, especially if they've had it for years and years and are used to it being there. Boys may fiddle with their penises, but they don't spend all morning on it, do they?)
