i've seen people whining that it was too sudden but sasuke has been gathering intel to make his own decision for a hundred chapters at least by now, it was not rushed, argh. DX he went looking for the hokages for the specific purpose of getting an opinion, if that opinion could not tip the balance no matter what then why would he have? argh.
