There are several planets/moons inhabited by Nathan's people, who created the Hounds some time back (actually I should figure out better politics/history to give more context). I dunno if Nathan's living on the same planet as the Hounds, but i'm pretty sure they're from two different reserves and might well be from different planets. It's a "separate but equals" canned bullshit situation, basically once they admitted it had been slavery, Nathan's people gave the freed Hounds those hard to do anything with territories that are surrounded by normal people who have all of the infrastructure and actual jobs. Explorers/guerilla/advanced scouting is one of the jobs they're good at that usually keeps them safely away from normal people, mostly because the humans find them useful that way. I don't think the... whoever it is they're warring with at the moment can block telepathy or psychic gifts yet, so using Hounds is still an advantage.
