I'm an adept of the "scare 'em straight" scene personally. If they don't get their fingers thwapped the first time they do it they have no reason to "learn better", especially if they run in circles where "but everyone does it!!!" It's basically a battle between peer copying and public shame, since seriously how else do you police people through the internet.

The thing is, maturity depends on a lot of things, not only on pure age, so either you have the same rule for everyone or you devolve into a morass of "i think that THIS person should get off with a slap on the wrist, but THAT one should be punished according to the rules." How do you judge? How can you trust the one who judges isn't affected by "this person is more likeable / I have a RP currently going on with them and it'd be a bother to me to find a new partner" or the like?

Anyway. Same as with porn and sharing your real age to get into +18 archives :p if she's not mature enough to know better she probably shouldn't be unsupervised on the internet anyway.

Seriously there is no "too young to know stealing is bad" once you're any older than, say, six or eight, because by that point it's not simply a want => take, it's deliberately taking *from* someone else. If she hadn't made the link between that and art theft she needs a practical lesson.
