Incidentally, I can't help but think that Scythe might have a bit of the first breed on the sheet because of his breath-holding and fondness of the ocean. On the other hand, it must be a small bit, because those monsters are a bit too heavy to fly like he does.
Developmentally speaking, scales and feathers come from the same kind of structure, a kind of skin-pocket that secretes protien. The same is true of hair, sweat glands, milk glands, teeth and just about every other structure that forms in skin. What happens after that forms is when the differentiate, with the basic feather-form being a lot of filaments, and the basic scale being flat and hard. The real trick would be coding the wings to develop feathers, and not have that happen elsewhere on the first try!
