I think he was justified, there were terrorists employing terrorists when they don't have to, I mean, less than 50% of Quebec's population wants to leave, that's their choice, which was given, the FLQ therefore isn't really fighting for Quebec's freedom, and they were employing illegal tactics such as bombings.
Most importantly, a foreign politician was kidnapped, if we didn't do something official it would be an international disaster, and Trudeau pulled back the act as soon as the crisis was over, within days or even less, he didn't abuse the power. When the situation has destabilized to a point where the violent group in question confidentially kidnap politicians right off their lawns...
While I believe that Trudeau is right, I'm also glad that Douglas was there to object to maintain the balance though.
I also believe that especially towards the end, Trudeau does not see himself as a Quebecois or "the rest of them" but as just Canadian, he speak both languages.
